The National Assembly (NA) of Venezuela unanimously approved on Tuesday the Treaty of Strategic Partnership and Cooperation between the Bolivarian Republic of Venezuela and the Russian Federation, consolidating bilateral relations between the two nations.

The ratification, carried out in second reading, guarantees the entry into force of the agreement at the international level and reaffirms the commitment of Caracas and Moscow to deepen cooperation in key areas.

The treaty, signed in May by Presidents Nicolás Maduro and Vladimir Putin during a visit to Moscow, was described by the president of the NA, Jorge Rodríguez, as a step of “transcendental importance” for both countries

“It is essential to strengthen the bond between Caracas and Moscow, especially in the face of the changes that occur worldwide,” Rodríguez said after the approval.

The first discussion of the project took place on September 18, unanimously in first discussion, a significant step to strengthen bilateral ties between the two nations.

This agreement, which seeks to consolidate a political and strategic alliance, includes the creation of a high-level intergovernmental commission to coordinate and implement its resolutions. In addition, the treaty addresses the joint fight against terrorism, drug trafficking and money laundering, strengthening cooperation on global security issues.

In the economic sphere, the treaty is presented as a fundamental pillar for the development of OPEC+ and supports Venezuela’s aspiration to join the BRICS, consolidating its position on the international stage. Relations between Caracas and Moscow have historically been strengthened through agreements in the energy sector, especially in the exploration and exploitation of oil and gas, as well as in joint projects in the mining industry.

This pact seeks to formalize and structure these commitments, establishing a legal framework that guarantees long-term cooperation in strategic areas, promoting the economic development and stability of both nations.

The agreement also has a relevant ideological dimension, positioning the alliance between Venezuela and Russia as a common front of resistance against Western influence, with the aim of promoting a “just and polycentric” world.

This treaty reinforces Venezuelan foreign policy, where relations with Russia constitute a strategic axis, consolidating a partnership that not only encompasses economic and security aspects, but also a shared vision on the reconfiguration of the global order.

With this step, both nations seek to formalize cooperation mechanisms that strengthen their position on the international stage, in the face of current geopolitical challenges.

The National Assembly stressed that this ratification responds to the “absurd military deployment” of the United States in the Caribbean, based on the narrative of the Cartel of the Suns, which is a smear campaign.

The treaty’s approval sends a clear message about Venezuela’s determination to defend its sovereignty in the face of external pressures, while strengthening cooperation with Russia in strategic areas.

Now the document will be sent to President Nicolás Maduro for promulgation
